Methodology Manual: Table of Contents

NOTE: The Methodology Manual is currently being updated. This Manual provides criteria (best practices) and procedures for managing and auditing key financial, management, human resource, and information technology processes. The Methodology Manual is divided into the six main sections described below. Each section is subdivided into modules. Each module (except Data Analysis) starts with an overview of a specific process and then presents criteria and procedures for managing and auditing that process. Construction and Facility Management Modules cover construction project management, property management and facility planning, operations, maintenance, and support services.

Data Analysis Modules discuss the basic steps in the analytical process and the various approaches/methods auditors can use to gather and analyze the evidence needed to support audit findings. This section of the Manual has four parts: Choosing a Method, Designing the Evaluation, Methods, and Analysis Tools. (Note: These modules are currently available in PDF only. Adobe Reader is required.)

Financial Modules provide information about various financial practices and processes, including accounts payable, budgeting, cash management, debt management, fixed assets, inventory, investments, procurement, receivables, and revenue.

Human Resources Modules cover the major components of a human resources management control system, including planning, recruitment/selection, performance appraisals, compensation/rewards, training/development, and employee relations.

Management Modules cover the management processes necessary to achieve entity mission, goals, and objectives. Topics include: governance, internal auditing, mission, organization structure, performance measurement, policies and procedures, policy environment, problem-solving and decision-making, risk assessment, and strategic planning.

Managing Information Systems (MIS) Modules discuss how to manage information to support good decision-making and how to ensure that automated information systems are developed, managed, and controlled effectively and efficiently.
