The mission of the State Auditor's Office's Historically Underutilized Business (HUB) Program is to provide assistance to HUBs to afford them a fair opportunity to participate in the competitive procurement process. The State Auditor's Office is committed to making the procurement process open to all qualified vendors.
A Historically Underutilized Business (HUB) is, according to the Texas Government Code, Title 10, Chapter 2161, Subchapter A, a business, created for the purpose of making a profit, with its principal place of business in Texas, that is at least 51% owned, operated, and controlled by a person or persons who are economically disadvantaged and who have been historically underutilized because of their identification as members of the following gender or ethnic groups:
